    Moving engagement “upstream”? Nanotechnologies and the Royal Society and Royal Academy of Engineering's inquiry

    In response to the impetus that is gathering in the UK for upstream public engagement, we analyze the impacts of the Royal Society and Royal Academy of Engineering report of 2004 on Nanoscience and Nanotechnologies: Opportunities and Uncertainties. The paper presents an analysis of 24 interviews with stakeholders to the nanotechnology debate. It uses these to discuss the inquiry process and the recommendations contained within the report, as well as to explore and critique the notion of “upstream.” We find broad support for the inquiry, which was positioned by many stakeholders itself as upstream, primarily because of its broad framing and wide stakeholder involvement. A number of both explicit and implicit upstream elements are also contained within its recommendations. However, the interviews also suggest that the notion of upstream engagement is a contested concept with a range of associated dilemmas and tensions. In drawing out some of the promise and perils of moving public debate upstream, the paper concludes that there is a risk of merely replacing the perceived deficit in public understanding of science with a perceived deficit in public engagement with science

    UK public perceptions of ocean acidification - the importance of place and environmental identity

    The marine environment is affected by climate change in many ways but it is also affected by the separate problem of ocean acidification (OA). Anthropogenic carbon dioxide that is absorbed by the ocean causes changes in ocean chemistry including an increase in acidity. Fisheries and shellfish industries, which are vital livelihoods for some communities have already been affected by OA. As there has been little research conducted to examine public risk perceptions of this issue, the aim was to explore this through a survey (N = 954) carried out in the UK. The survey explored a range of psychological factors including concern, place attachment, and environmental identity that are known to influence risk perceptions. A regression analysis found that more concerned participants had stronger environmental identities and higher levels of knowledge about OA. As predicted, they also felt more attached to the ocean and felt more negative about OA. It was clear that place attachment and environmental identity were important factors and thus should not be neglected when developing risk communications, particularly for this unfamiliar risk issue. As unfamiliar and complex risks such as OA are becoming more prevalent and must be communicated successfully in a world full of conflicting information, it is important to consider how OA is perceived by the public and how this can inform policy decisions in future. If major mitigation and adaptation strategies are adopted by policymakers the success of these will also ultimately require society to accept them

    Ambivalence, naturalness and normality in public perceptions of carbon capture and storage in biomass, fossil energy, and industrial applications in the United Kingdom

    Carbon dioxide capture and storage (CCS) is a promising yet controversial climate change mitigation technology. While numerous studies have addressed perceptions of CCS in fossil energy applications, less attention has been paid to how other applications of the technology may be viewed by lay groups. This article reports on findings from a twoday deliberative focus group held near Drax power station; a coal-biomass co-firing power plant in the north of England. In so doing we adopt a broad, psycho-socially inspired conception of perceived naturalness in order to explore how perceptions of CCS in biomass, fossil fuel, and industrial applications are formed in the context of a range of potential technologies for supporting low carbon energy system transitions. In particular, we explore how perceptions of naturalness and interdependency shaped perceptions of different CCS applications. Our analysis illustrates how perceptions of CCS as threatening, uncanny disruptions to natural systems may shift when re-contextualised to include concerns relating to the intermittency of renewable energy, or be ameliorated through perceptions of industrial and bioenergy applications as supporting natural and economic interdependencies

    Shale development in the US and Canada : a review of engagement practice

    Public and stakeholder engagement with shale development is difficult, but essential. We review 26 engagement processes carried out by US and Canadian companies, alliances, government agencies, academics and activists; systematically exploring who participates, the stage at which engagements take place, aims and methods, provision for multiway engagement, and issues of credibility. We find a multitude of actors carrying out engagement using a variety of formats, ranging from barbeque events and town hall meetings to citizen science and in-depth qualitative research. Whilst we find many strengths, we also highlight a number of weaknesses. Much of this engagement does not occur at the earliest stages of development, and rarely asks the most fundamental question -whether shale development should proceed at all- instead commonly focusing on questions of impact minimisation, regulation and gaining support. Furthermore, the majority of activities tend to elicit the responses of interested and affected parties, with much less attention to views of the wider public. We reflect on what may be limiting engagement practice, and discuss how engagement might be improved

    Perceptions of climate change and willingness to save energy related to flood experience

    One of the reasons that people may not take action to mitigate climate change is that they lack first-hand experience of its potential consequences. From this perspective, individuals who have direct experience of phenomena that may be linked to climate change would be more likely to be concerned by the issue and thus more inclined to undertake sustainable be- haviours. So far, the evidence available to test this hypothesis is limited, and in part contradictory1–4. Here we use national survey data collected from 1,822 individuals across the UK in 2010, to examine the links between direct flooding experience, perceptions of climate change and preparedness to reduce energy use. We show that those who report experience of flooding express more concern over climate change, see it as less uncertain and feel more confident that their actions will have an effect on climate change. Importantly, these perceptual differences also translate into a greater willingness to save energy to mitigate climate change. Highlighting links between local weather events and climate change is therefore likely to be a useful strategy for increasing concern and action

    Of profits, transparency, and responsibility:Public views on financing energy system change in Great Britain

    Energy transitions in Great Britain (GB) require public engagement and acceptance, but it is not clear how energy system change is to be financed. In this paper we explore public views on responsibility (of the government in Great Britain, energy companies and residents) to pay for costs associated with energy system change and personal acceptance to contribute financially. Five focus groups with 6-9 participants each, were conducted in four locations across GB. Using thematic analysis to examine responsibility and the role of trust we identified three themes relating to 1) views on profits, 2) lack of transparency and 3) the perceived problematic relationship between energy companies and government. Participants assigned greater responsibility to institutional actors and did not believe that these actors were currently contributing sufficiently. Although participants were prepared to accept some additional costs because they were in favour of energy transitions, they also expressed distrust towards the other actors due to concerns over the profit driven energy system, lack of transparency and perceived close connections between the energy industry and government. These concerns could result in reduced public support for transitions if they remain unaddressed; they highlight a demand for a more equal distribution of costs and benefits and fairer processes in the energy system and transitions
